Almost every construction project is subject to these regulations. They are concerned with the safe construction, maintenance and use of buildings and structures. Some small works have a concessionary reduction in procedures.

Anyone acting as a client who commissions a project has serious legal responsibilities.

Domestic works are not exempt from the regulations although they do not require notification to the HSE or the appointment of a planning co-ordinator. However requirements that the client ensures the competence of those working on the project (vis-a-vis health and safety) and that adequate resources are available remain.
